Oi Leng heads the Advisory unit of Chio Lim Stone Forest’s Tax Division and will also assist the Senior Partner to oversee the entire Tax Division.
Prior to joining Chio Lim Stone Forest, Oi Leng was an Accredited Tax Specialist with the Inland Revenue Authority of Singapore (IRAS), Tax Policy & Rulings Branch, and had 18 years of working experience with IRAS. She handled policy issues relating to pension/retirement benefits, and tax incentives such as the Approved Freight Logistics Scheme, Global Traders Programme, Approved International Shipping Enterprise Scheme, etc. She was involved in the development of major tax changes such as the Supplementary Retirement Scheme, One-tier Corporate Tax System, Loss Transfer System, Taxation of Foreign-sourced Income, Taxation of LLPs and LPs, and the Advance Tax Rulings System. She also has many years of experience in the assessment of personal and corporate taxation as well as income tax rulings, often involving cross-border transactions.
During her stint with IRAS, Oi Leng served as the secretary of the IRAS technical committee and IRAS-ICPAS dialogues, where controversial technical issues were deliberated. She was the Registrar of the Public Accountants Board from 1995 to 1997, overseeing the operations of the secretarial functions of the Board, and the registration and disciplinary process of public accountants. |
